NS #38 error is raised when the Program ID in the device template does not match the program ID in the physical device. If the device template is correct, then you might want to try to download the application again to the physical device. If, on the contrary, the device template is incorrect but the application in the physical device is fine, then you need to delete the device and the device template and re-create them again so it matches the physical device.
In Izot CT, the device templates are available from Add-ins menu-Network Explorer-"Device templates" tab.
